I have a word-usage folder containing 26 files.
Each file contains many single words beginning with one of the letters of the alphabet.
 
In writing Word documents I’d like to run in the background a ‘red flag’ device to tell me when I have used a word that is listed in the usage folder.

Is there a way I can make a ‘red flag’ device? Thanks.

Not really as you describe.  While Word has several events (DocumentBeforePrint, SelectionChange, etc.), it doesn't have a change event.  Meaning it does not continously monitor text changes.
Even if it did, looping through a large collection of words every
time you type a word might slow you down a bit.
 
There are things you could do after the fact.  You could run a find and replace script on your completed document and highlight all instances of words in your word usage list.
 
It could take a bit of work to setup, but you could also create autocorrect entries from each of your word list entries so that any instance of the word typed is converted to a corrected formatted version (i.e., same word but red font).
 
You might consider a third party program like PhraseExpress with does monitor keystrokes and perhaps get something setup in it that would work for you.
